The figure of Death is at top. The term tenement housing in the USA refers to substandard buildings, crowded and rented by multiple families with low incomes. This artwork is by US cartoonist Udo J. Keppler (1872-1956), the son of Joseph Ferdinand Keppler. It was published on 20 March 1901 (volume 49) as the centrefold of issue 1254 of the satirical magazine Puck.
